The Tennessee
Capability Assessment and Preparedness Program (TCAPP) group consists of
members of the Plans and Programs section of the agency. The mission of
the group is to provide a task force approach toward writing and teaching
emergency management planning issues, both within the agency and to local
emergency management organizations. The group is comprised of specialists
in various program areas who work together to produce a more comprehensive,
global type of plan or program for a county or an agency.

The TCAPP Group has
been assigned the task of writing, updating and assisting in the production of
emergency operations plans for the state and for many of the 95 counties.
This tasking includes the implementation of a comprehensive assessment of
resources (CAR) for the state and each county. The group also works with
the regional offices in producing or helping update plans and procedures for:
The TCAPP group is
also the responsible for handling all Emergency Management Assistance Compact
(EMAC) contact and communications and deployment procedures, and serves as the
chief point of contact with all other state and federal agencies as it relates
to planning for emergencies within the state of

group provides personnel for emergency operations missions in both regional and
state EOCs dealing with natural and technological
