Someone
once said, "No one plans to fail, they simply fail to plan." Such is
the case with many endeavors throughout our lives. Nowhere can the
manifestation of that statement obviate itself more than in the field of
emergency management. Certainly, there have been cases where agencies or groups
without emergency plans have succeeded in saving lives or preventing the damage
or destruction of property. Experience has shown, however, that those who have
prepared, written, and tested plans are more efficient and more effective at
what they do, especially where the entire team participated in the development
of such plans. The Tennessee Emergency Management Agency (TEMA) believes
wholeheartedly in that concept. This document was written with the hope that it
will assist local jurisdictions in the development of more effective emergency
management plans (EMPs).
