COMPUTER AIDED MANAGEMENT OF EMERGENCY OPERATIONS

CAMEO®, or Computer-Aided Management of Emergency Operations, is a software tool to assist chemical emergency planners and responders, and has been since the late 1980's as a means of managing information for chemical emergency preparedness and prevention at local levels. The software was developed by EPA and the National Oceanic and Atmospheric Administration to make best use of data made available under the Emergency Planning and Community Right-to-Know Act.

CAMEO is actually a suite of three separate integrated software applications:

CAMEO's chemical database contains response recommendations for about 6,000 chemicals. It also contains 80,000 chemical synonyms and identification numbers, which you can quickly search to identify unknown substances during an incident. Once a chemical is identified, CAMEO provides firefighting and spill response recommendations, physical properties, health hazards, and first aid guidance.

The ALOHA air dispersion model predicts the downwind dispersion of a chemical cloud. Graphical outputs include estimates of the cloud footprint (representing the area where hazardous gas concentrations may reach a level of concern), the rate and duration of release of the chemical to the atmosphere, and chemical concentration over time at locations of particular concern.

MARPLOT, the mapping program, can display an ALOHA footprint on an electronic map. You can add information to MARPLOT maps, such as the locations of facilities storing hazardous materials and populations of special concern (these could be hospitals, daycare centers, and schools). You can keep more information about these locations (such as addresses, hours of opening, and phone numbers for emergency contacts) in other CAMEO databases. Using MARPLOT's search feature, you can quickly access and view this information to assess the degree of hazard posed by an incident and decide how to respond to it.

The CAMEO software is provided free of charge to Local Emergency Planning Committees (LEPCs) in Tennessee by the Environmental Protection Agency through TEMA, along with a digital map of the county to be used with the software.  Local governments may download CAMEO and its related components below, along with a digital map of the county generated from the U. S. Census Bureau's TIGER data files.  LEPCs or others interested in arranging for training on CAMEO, or that have any other questions related to the software and/or its use, should contact the following individual:
