Strengthen Interoperable Communications Capabilities

Investment Description:    

The purpose of this investment is to enhance interoperable communications capabilities in Tennessee, the top priority of Tennessee's Homeland Security Strategy. Timely and accurate communication information along the entire communications spectrum is the core component of effective response or recovery effort to all hazards, as well as during daily operations. Full implementation of the Tennessee Interoperability Radio System, (TIRS), a digital Project 25 standard-based 700/800 MHz voice and mobile data system, along with Tennessee Mutual Aid Communications System (TMAC), an 800 MHz voice system, will provide effective communications for multiple public safety, public service and critical infrastructure operators. TIRS is a phased implementation of a statewide mission-critical, voice and data unified command and control radio interoperability system. This investment provides the necessary funding to complete the ongoing fielding of TMAC, in which Tennessee has already invested over $1.2 million, as Phase One of TIRS. TIRS will ultimately support an array of communication tools for all levels of emergency management responders who protect and serve the people of Tennessee and contiguous states.

Intelligence/Information Sharing and Dissemination-Establish a Fusion Center

Investment Description:    

The purpose of this investment is to enhance intelligence/information sharing through the formation of a state fusion center. This investment requests funds to hire intelligence analysts, procure equipment and purchase or develop the hardware and software to digitally link law enforcement and first responder agencies with a statewide records management system (RMS). This investment enhances abilities of homeland security and law enforcement agencies by providing the capability to collect, analyze, produce and disseminate intelligence to ensure the success of information/intelligence sharing in the state of Tennessee (TN), southeast states, and DHS. This investment is crucial in combating terrorist activities across TN through intelligence analysis and production and information sharing and dissemination. The fusion center promotes cross-jurisdictional and cross-discipline information sharing among the State’s more than 400 law enforcement agencies as well as a number of other local, state and federal Homeland Security agencies and first responder organizations. This investment includes local jurisdictional intelligence/information sharing initiatives.

Develop a State-wide CBRNE Detection Prevention Capability

Investment Description:    

The purpose of this investment is to develop and deploy a Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) prevention and detection capability for the State of Tennessee. There are three components to this capability: 1) State Highway Patrol Troopers and other emergency services personnel will be issued radiation detectors to carry while on duty; 2) a specialized team will be developed to deploy radiological, chemical, and biological detection systems with a focus on broad, system-wide protection for high threat, urban transit systems and major sports and convention venues; and 3) continued enhancement of homeland security district and county CBRNE detection capabilities. By using these methods for detection, the State creates a near constant, statewide capability for radiological detection, a team that will deploy and provide screening for CBRNE materials, and robust local CBRNE detection capabilities.

Develop and Implement an Effective Critical Infrastructure Protection Program

Investment Description:    

The purpose of this investment is to reduce the likelihood of attack on assets/systems and limit the impact of 'all hazard' risks. Our program implements the national risk management model, using a broad approach to Critical Infrastructure/Key Resources (CI/KR) protection across all sectors. The program uses eight person protection teams (six primary and two alternate) to manage the CI/KR protection programs in each of our 11 homeland security districts within the three regions of the state. Training consists of at least six, two week training courses, to ensure all personnel are properly trained. Assessments include at least one conducted per region per month. Exercises include one table top exercise in each of our 11 districts. These exercises assess current protective measures and develop new innovative measures for our assets. This investment reduces risk to CI/KR through progressive steps; as hazards are assessed, appropriate protection, prevention, and mitigation strategies are developed. This capability includes decision-making processes on which CI/KR assets are secured, assessment methods, resources required and cost-benefits of these decisions. The investment also contains local jurisdiction critical infrastructure protection equipment costs.

Enhance Explosive Device Response Operation Capabilities

Investment Description:    

The purpose of this investment is to enhance and expand the current capabilities and personal protection of the current 16 FBI certified bomb squads in the state of Tennessee. We will accomplish this by procuring the necessary equipment to protect explosive ordnance disposal (EOD) personnel, citizens, and infrastructure during explosive device response operations. This investment also provides the required, minimum amount of equipment to maximize capability for multiple and simultaneous responses of existing bomb squads. Tennessee's 16 current certified bomb squads currently do not have the capabity nor equipment to mitigate the threat from a large vehicle borne improvised explosive device (LVBIED). Only a few of these squads are equipped to work in a CBRN environment or support tactical team operations such as explosive breaching. Many of the bomb squads have the personnel to handle multiple or simultaneous events, but do not possess the needed equipment to respond to these events.

Develop and Equip Agriterrorism Mitigation and Response Teams

Investment Description:    

The purpose of this investment is to enhance agri-security in Tennessee. The lead agency for this investment is the Tennessee Department of Agriculture (TDA), which is charged with pre- and post-harvest agri-security issues encompassing plant, animal, apiaries, fertilizer and pesticides, forestry, and animal/plant and chemical/microbiological laboratories. This investment supports agriculture in providing a full time chair to oversee the Homeland Security functions in the department, three full time field emergency management (EM) officers, one fusion center analyst, increase the department's interoperable communications, conduct table top and full scale exercises, to provide support for the chemical and microbiology lab, and to support the development and training of strike teams as prescribed by NIMS. The TDA has the lead for emergency support functions in The Tennessee concerning food and water and Disaster Animal Care and Housing. Development and implementation of Disaster Animal Care and Housing with a particular focus on the formation of disaster animal response teams at the regional and county level is crucial to responding to emergencies involving animals. This investment also includes funding for local agri-security initiatives.

Create, Sustain, and Enhance Citizen Preparedness and Participation

Investment Description:    

The purpose of this investment is to enhance citizen preparedness by educating the public about threats to their safety, engaging them in preparedness and prevention activities, and training citizens in emergency response skills. A goal of the Tennessee Homeland Security Strategy is to enhance citizen preparedness. This investment funds projects in support of that goal to include: creating new citizen preparedness and participation programs, enhancing current Citizen Corps Programs, educating special needs populations in emergency preparedness, and conducting a "READY" caravan to travel to the state's 11 homeland security districts during National Preparedness Month. Tennessee will also develop and implement terrorism awareness and emergency preparedness programs for K-12 schools, citizen police academies, and volunteer programs. This investment develops an educational/marketing campaign educational/marketing campaign educating citizens about indicators and warnings of terrorism, in support of the State's fusion center and information sharing initiatives. Enhance Hospital Medical Surge Capacity

Investment Description:    

The purpose of this investment is to enhance surge capacity of hospitals throughout Tennessee (TN) through planning and procurement of required equipment. A Hospital Preparedness Survey completed in 2004 determined that TN hospitals have the current capability to increase their inpatient bed surge capacity to 15% above current capacity (3,075 beds statewide). Recent plans developed by the Department of Health/Human Services for pandemic influenza response indicate hospitals should have a total surge capacity of 25% for mass casualty events. To achieve this goal, TN hospitals must increase surge capacity an additional 10%. Adequate security measures are required to provide site security during mass casualty incidents. Our hospitals have focused on improving security to provide crowd control and prevent the hospitals from becoming a target. Hospitals need improved incident prevention capability to be prepared for a terrorist incident. The mass surge capability requires personal protective equipment (PPE) for the staff. Hospitals in districts not affected by an attack have agreed to share PPE with affected hospitals. This leaves donor hospitals at risk, creating a need for region caches of 500 advanced protection suits per 1 million populations. Surge capacity and security are measured through continual survey tools and exercises.

Enhance Mass Prophylaxis Capabilities

Investment Description:    

The purpose of this investment is to protect the health of the population through a mass prophylaxis campaign, following an event; including medical care and risk communications. Currently, the State’s plan supports prophylaxis of 5.9 million Tennesseans and another 2 million visitors, in a 10 day period. The nature of chemical/biological agents necessitates the state to enhance capabilities in order to be able to dispense to 7.9 million people in a 48 hour period. To facilitate the flow of patients through Points of Dispensing (PODs), we will add identification equipment to track patients, allow us to contact them and monitor/document pharmaceutical usage. Tennessee will also formulate a plan for medical follow-up care in all 11 Homeland Security Districts across the state. Tennessee has a small cache of medications designated for protection of hospital staff and first responders during an event. We do not have a cache of medications to begin dispensing prior to arrival of the Strategic National Stockpile (SNS); which may not arrive for 12 hours. To adequately protect citizens, save lives, and prevent disease, Tennessee needs its own cache of medications. Tennessee will exercise its current 10 day plan, as well as the proposed 48 hour plan to measure success.

Enhance Evacuation, Sheltering, and Volunteer and Donation Management

Investment Description:    

The purpose of this investment is two fold: first, to develop a statewide plan and system to manage evacuations and shelters, and second, to develop and implement an integrated volunteer and donations management program in response to terrorism attack or natural disaster. The evacuation and shelter system is based on the development of an on-line computer data-base which is managed by state and local partners. This system provides real-time Geospatial Information System and Computer Aided Dispatch mapping products, allowing local emergency managers and first-responders access to the latest data regarding transportation corridors which might be authorized as evacuation routes. Another critical component of this system will be the catalogue of survivable shelters. The volunteer and donations management program focuses on planning, developing databases, an education campaign, training and credentialing volunteers in order to effectively manage these valuable resources. These initiatives are direct result of lessons learned from experiences assisting Hurricane Katrina evacuees and represent long-term commitment by Tennessee. Local jurisdiction initiatives are included in this investment.

Enhance Detection & Response to WMD/Hazardous Materials & Decontamination

Investment Description:    

The purpose of this investment is to enhance WMD/Hazardous Materials mitigation capabilities. The threat of a terrorist attack employing a weapon of mass destruction (CBRNE) is the gravest faced by the Nation and the State of Tennessee. To better respond to a terrorist event, the Governor's Homeland Security Council formed a series of district CBRNE detection and response teams to provide rapid support to the eleven homeland security districts of the state. The CBRNE Teams represent an enhanced homeland security capability that initially provides support to surrounding counties and reinforcement response capability to other portions of the state. These teams are specially trained and equipped organizations which will serve to bridge the gap between existing response capabilities and the Tennessee National Guard's 45th Weapons of Mass Destruction Civil Support Team. Homeland security districts received specific funding to begin the process of organizing, training, and equipping these teams to be mutually supporting, and to possess advanced CBRNE command and control; initial entry; detection, identification, and monitoring, decontamination, on-site medical and veterinary analysis, search and rescue, and hazard mitigation capabilities.
